The model of the legal service based on the example of the EU Government

In addition to the above-mentioned main function of lawyers in state bodies, their activities are extremely important for the implementation of other tasks in the public administration system and in the context of dynamic European integration. These include: rapid regulatory drafting, legal expertise of projects for compliance with the legislation and international treaties of Ukraine, preparation of amendments to regulatory legal acts and other documents for their recognition as invalid or repealed, as well as ensuring other legal measures to adapt Ukrainian legislation to the legislation of the European Union.

In this context, it is worth noting the functioning of the Legal Service in the form of a Directorate-General special database as an in-house unit in the European Commission (hereinafter referred to as the Commission), directly reporting to the President of the Commission. The provision of legal support ensures the legality of the Commission's decisions, which is extremely important for preventing or reducing the risk of further litigation.

The Director General of this unit participates in all meetings of the Commission as legal advisor. His job also consists of highlighting legal aspects and problems arising from the issues on the Commission's agenda, which generally follows his legal advice.

In accordance with the Rules of Procedure of the Commission (C(2000) 3614) the Legal Service is consulted on all drafts or proposals for legal instruments and on all documents which may have legal consequences.
